To the Honorable City Council:
In the spirit of ensuring an inclusive environment for applicants to our City's boards and commissions, I am proposing that the Confirmation of Appointments and Personnel Matters Committee only refer to committee for interview those applicants to permit-granting boards and civil service positions. For applicants to non-permit-granting boards and commissions, I recommend that we consider such applicants at our Regular Council meetings, recognizing of course that councilors may request specific appointments to be referred to committee, at the will of the Council. This will allow the process to fill the City's vacant boards and commission positions to move forward more quickly and for the Confirmation of Appointments and Personnel Matters Committee to focus its time on adjudicatory boards only. These proposed guidelines are internal to the body and non-binding, and not coming from the city or the state or from any other requirements. It’s an internal process choice in order to effectively get work done. Those Adjudicatory Boards are:
• Board of Assessors
• Board of Health
• Condominium Review Board
• Election Commission
• Licensing Commission
• Planning Board
• Redevelopment Authority
• Zoning Board of Appeals
