The Mayor respectfully requests that this Council appropriate $4,676,448 from the Unreserved Fund Balance ("Free Cash") to the Street Reconstruction and Renovation Stabilization Fund for the purpose of supporting  the FY2023 5-Year Capital Investment Plan.
