To the Honorable Board:

I respectfully request that you accept a Parkland Acquisitions and Renovations for Communities (PARC) grant in the amount of $384,000 from the Division of Conservation Services for Morse-Kelley Playground construction cost.   This is one of three PARC grants the City recently competed for successfully. As part of the grant requirements, the City must vote to accept the PARC grant.  Two other Board Actions (appropriation of Morse-Kelley Playground renovation cost and dedication of Morse-Kelley Playground to open space and recreation in perpetuity) are also being submitted for your consideration at this time.

Morse-Kelley Playground had a thorough community design process and, upon acceptance of this PARC grant, may begin construction July 1, 2011. As you know, excellent recreational facilities and increased green space is a City priority and the renovation of this playground will significantly increase the quality of life for our residents.  Your acceptance of this PARC grant will allow us to achieve these goals.

In accordance with M.G.L. Chapter 44, Section 53A, which requires a vote of the Board of Aldermen for the expenditure of grants or gifts from the federal government and from a charitable foundation, private corporation, or an individual, or from the Commonwealth, a county or municipality or agency thereof, I request approval to expend this grant.

OSPCD staff will be available to answer any questions you may have.

Respectfully submitted,

Joseph A. Curtatone

Mayor
