To the Honorable Board:

 

                                          In this communication I present recommendations for adjustments to certain fees charged by the City Clerk’s Office, effective July 1, 2015. Our Office collects fees for more than forty licenses, permits, records and certificates. These fees generate over $250,000 in revenues annually for the city.

 

These recommendations are consistent with the municipal costing principals used by this Office. We annually review the costs to the city of processing license and permit applications, and we try to adjust the fees to cover the expenses involved.

 

This is the first across-the-board increase in Business License fees since 2009. The increase for most licenses is approximately 10%, which mirrors the increase in the cost of living over that period.

In addition, this Office is proposing an across-the-board $50 application fee for all new business license applications. This fee is tied to the city’s rollout of the CitizenServe business licensing module, which will allow applicants to apply online, track the process of their application online, and pay online as well. This fee will be required upon submission of the application, and will not be refundable, in recognition of the fact that the costs of processing a license are incurred whether or not the license is ultimately granted. The other business license fees described in this proposal will be payable upon application, but will be refunded if the application is denied.
