To the Honorable City Council:
The Mayor respectfully requests that this Council approve the creation of the Opioid Recovery and Remediation Stabilization Fund, under the provisions of MGL 40, Section 5B. This Fund will be used to implement opioid recovery and remediation strategies as set forth in the State Subdivision Agreement formulated by the state Opioid Recovery and Remediation Fund Advisory Council. The Agreement lays out various programs and strategies designed to support and promote:
* Opioid use disorder treatment access
* Support for people in treatment and recovery
* Connections to Care
* Harm Reduction
* Meeting the needs of justice-involved individuals
* Support for Pregnant and Parenting Individuals and their Children
* Prevention
The Fund may also support any reasonable workforce costs necessary to support the enumerated programs and strategies.
The Revenue source for the Opioid Recovery and Remediation Stabilization Fund will be the Statewide Opioid Settlements remanded to the municipality by the Attorney General's Office. Such settlement Agreements include those finalized to date as well as Settlement Agreements pending and finalized in the future.
