Dear Honorable Board of Aldermen:

 

Staff from the Office of Strategic Planning and Community Development (OSPCD) in collaboration with the Engineering Division of the Department of Public Works and the Law Department have prepared a proposed amendment to the Code of Ordinances to establish regulations for the paving of driveways and other impervious surfaces.  This ordinance works in conjunction with a proposed amendment to the Somerville Zoning Ordinance to establish a minimum pervious area on lots in the RA, RB and RC zoning district.

 

The proposed ordinance authorizes the City Engineer, in conjunction with the Inspectional Services Division, to establish and manage a permit program for applicants seeking to create or expand driveway or impervious surfaces on their lots.  The proposed ordinance also creates a process for registration of paving contractors and regulates runoff from new projects onto city streets and adjacent properties.
