To the Honorable Board:

I respectfully request an appropriation of $2,250,000 from Unreserved Fund Balance ("Free Cash") to the Salary and Wage Stabilization Fund.  This appropriation will be held in reserve in the Salary and Wage Stabilization Fund to fund future collective bargaining settlements and various wage adjustments.
