Requesting Approval of a Minor Amendment to 2010-2011 HUD Action Plan

To the Honorable Board of Aldermen:
On May 18 2010, the Honorable Board of Alderman adopted the One-Year Action Plan for the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG), HOME Investment Partnership, and Emergency Shelter Grant (ESG) Programs. The total budget under program year 2010-2011 is estimated at $4,905,155.
At this time, I am requesting that the Board approve a minor amendment that will allow the “Pearl and Florence Open Space” project to be used for acquisition, in addition to design and construction. When the plan was first submitted to the Board, it was anticipated that the City’s Capital Budget would be used for acquisition of the project. However, as you are aware, this is a difficult fiscal year and the FY2011 Capital Budget has not yet been finalized. In order to acquire the property in a timely manner, it is recommended that CDBG funds be used for the acquisition, as well as design. When the final construction costs have been determined either CDBG or capital funds can be utilized. By approving this modification, CDBG funds can be used as soon as July 1st for this purpose. A separate order of takings has been submitted to authorize acquisition of the property.
In accordance with M.G.L. Chapter 44, section 53A, which requires a vote of the Board of Aldermen for the expenditure of grants or gifts from the federal government and from a charitable foundation, private corporation, or individual, or from the Commonwealth, a county or municipality or agency thereof, I request approval to expend these grant funds.
