To the Honorable Board:

 

Staff from the Office of Strategic Planning and Community Development (OSPCD) in collaboration with the Engineering Division of the Department of Public Works and the Law Department have prepared a proposed amendment to the Somerville Zoning Ordinance (SZO) to establish minimum pervious area requirements on lots in the RA, RB and RC zoning districts.  This ordinance works in conjunction with a proposed amendment to the Code of Ordinances to establish a permit process for paving and limits on stormwater runoff.

 

This ordinance was submitted last spring and again in September 2011, but the timeframe for action has passed, and it needs to be resubmitted.  The companion amendment to the Code of Ordinances remains in the Legislative Matters Committee.

 

As you may recall, the proposed ordinance creates a new definition of pervious area and sets requirements for minimum pervious area in the RA, RB and RC zoning districts.  Pervious areas may include areas of soil/mulch, vegetative matter, permeable pavers, green roofs, or other materials that allow for the passage of water.
