That the Administration immediately suspend the imposition of the ​$60 (per billing cycle) base charge added to water/sewer bills until such time that  citizens and all interested parties, can be formally advised of the need to implement such a charge without prior notice; AND BE IT FURTHER RESOLVED that the Administration use all means possible, including community meetings and/or public hearings,  to justify this 'no-notice' surcharge.
