To the Honorable City Council:

I respectfully request an appropriation of $1,360,904 from the Unreserved Fund Balance ("Free Cash") Account to the Facility Construction and Renovation Stabilization Fund for the purpose of funding needed building improvements in the city and school buildings.  The Facility Construction and Renovation Stabilization Fund is a capital reserve account.
