To the Honorable Board:
Attached is a draft Memorandum of Agreement by and between the Massachusetts Bay Transportation Authority (“MBTA”) and the City of Somerville (“City”) relating to the construction of the Gilman Square Green Line station, together with all exhibits (“MOA”).
The MOA sets forth the necessary permanent and temporary easements over City property that will be required to construct the station and pick up/drop off areas, as well as appurtenant facilities such as a traction power station, bike shelters, retaining wall, and station egress. The locations of these easements are shown on the attached exhibits. The City will retain air rights over all of these easements to allow for possible future development opportunities.
In addition, the MOA allows the MBTA to use the site of the Homan’s Building for a laydown area during the construction of the Gilman Square and Lowell Street stations. The MBTA has agreed to be responsible for the demolition of this building. At this time, both the City and the MBTA are closely monitoring the structural integrity of the building, given the recent historic snowfalls. The MBTA will also require a temporary construction easement area on Skilton Avenue, on which MBTA will construct a dog park when they have finished using this easement area.
The MOA has been submitted to the MBTA for signature, with the hope that it will be executed prior to Dr. Scott’s departure. Once it has been fully executed, we will be docketing before the Board of Aldermen the necessary requests to declare the required easement areas available for disposition pursuant to G.L. c. 30B, §16.
