Requesting an appropriation of $253,620 in unused bond funds for renovations and safety improvements at the Kennedy School Playground.

To the Honorable Board:
I hereby request, subject to the approval of your Honorable Board, an appropriation of $253,620 from the remaining balances in bond accounts related to several completed park construction projects to partially fund the reconstruction of the Kennedy School Playground. Renovation of existing play surfaces, reconfiguration of equipment location, and other improvements are required to address safety concerns. In addition, we will use this opportunity to improve the playground design and layout to include new games and play features that will accommodate more students.
The appropriation from unexpended balances is detailed as follows:

Each of these Park Renovation/Construction Projects has been completed. Chapter 44, Section 20 of the Massachusetts General Laws states that the remaining proceeds “may at any time be appropriated by a city, town, or district for any purposes for which a loan may be incurred for an equal or longer period of time than that for which the original loan, including temporary debt, was issued.”
The Kennedy School Playground Renovation is considered a “Like Project” and meets the necessary criteria. Favorable action by your Honorable Board will eliminate the need to borrow $253,620 as part of the construction costs. A two-thirds vote of your Honorable Board is required to approve this measure.
The estimated cost of the Kennedy School Renovation is $360,820. A separate appropriation in the amount of $107,200 will be sought from the Parks Stabilization Fund to make up the differential.
