Honorable Board,

I respectfully request an appropriation in the amount of two hundred thousand dollars ($200,000) from Unreserved Fund Balance ("Free Cash") to the Other Post Employment Benefits Trust Fund.  This appropriation will be initial seed money to begin the process of funding the post-retirement benefit liability.
