That the Director of Infrastructure and Asset Management discuss with this Council, how the city’s new stormwater billing system, which uses Geographic Information System technology to assess properties based on impervious surfaces, will account for properties whose stormwater runoff flows directly into the Mystic River and does not burden the city’s drainage system nor add to the city’s wastewater bill.
