Official Text

The Committee on Public Utilities and Public Works convened on May 25, 2010, with Chairman Sean O?Donovan presiding and Committee Member Alderman Walter Pero also present and voting.  Also present were DPW Commissioner Stan Koty, Superintendent of Lines and Lights Steve MacEachern, Bill Zamparelli from NSTAR, Ken Bates from RCN and Stan Usovicz from Verizon.Double Poles:Mr. Zamparelli and Mr. Usovicz will bring the data to the individuals responsible for entering the information into the database and will begin to work on removing the double poles.  As of now, there are 98 new double poles in the city, bringing the total number to 232.  Mr. Koty reviewed the double pole list and removed all duplicate numbers.  He then cross referenced the list with the assistance of the traffic and Parking Department to verify its accuracy.  Mr. Koty told the members that the city?s Fire Alarm system is underground and not on any pole in the city, leading Chairman O?Donovan to question how NSTAR?s list could include Fire Alarm on some poles.  Alderman Pero pointed out that this problem has persisted for years and he asked if permits could be issued for double poles by the City Clerk, in order to keep track of them.  Mr. Zamparelli replied that the permitting is usually done through a grant of location.  Mr. Zamparelli was asked why NSTAR uses hot top rather than cement to pack the bases of its poles and he told the members that he would have an answer by the next meeting.Chairman O?Donovan requested that all parties work together to create one master list of double poles.  He will schedule a follow-up meeting for June 7th at 6:00 PM and wants the master list to be provide in time for that meeting.  Chairman O?Donovan also directed that Fire Alarm be removed from the list by June 7th.  Chairman O?Donovan?s requested that David Green, from Comcast, be requested to appear before the committee to address Comcast?s report on double poles, (emailed to the committee on May 25, 2010).No papers were acted on.
