That the City Solicitor's Office, Office of Strategic Planning and Community Development, the Human Rights Commission and Commission on Persons with Disabilities review the conduct of the owner of 100 Fellsway West with regard to denying a unit in the development to the winner of the lottery for an affordable unit, including whether such conduct violates the special permit issued to the owner and whether any legal action and/or fines can be issued to the owner.
