To the Honorable Board:

I respectfully request an additional appropriation of $73,200 from the Capital Projects Stabilization Fund for the purchase of police vehicles.

The Ford Motor Company has discontinued the Police Ford Crown Victoria, which for decades has been the standard for police vehicles, including the entire Somerville Police Department fleet.

The department requested as part of the FY12 Capital Budget replacement of seven sector vehicles, one supervisor vehicle and two traffic vehicles.  Initially, the price for the vehicles was based on eight Ford Tauruses and two Ford Explorers for a total expenditure of $294,000.  The price and models were only estimates since production and pricing was not established.  Your Board approved this appropriation on December 20, 2011.

Based on the new pricing established by Ford, which includes the full emergency package which was not included in the original quotes, the revised cost is $364,200.  Determination has been made by fleet management that the newly designed Ford Taurus does not represent the needs for a front-line patrol vehicle, but instead should be confined to an unmarked detective vehicle.  The Ford Explorer, at a cost of $1,715 above the Taurus, presents a more comprehensive package, which would provide greater longevity in the fleet, as well as the required cargo space for the patrol function.

In order to fund this appropriation, the Department of Public Works' Christmas and other seasonal decorations budget was reduced from $150,000 in the originally submitted FY12-16 Capital Investment Plan to $75,000.

Sincerely,

Joseph A. Curtatone

Mayor
