To the Honorable City Council:

 

I hereby submit to the Council the City of Somerville's proposed 5 Year Consolidated Action Plan for the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG), Home Investment Partnership, and Emergency Solutions Grant (ESG) Programs. The plan sets forth the priority needs and goals for the 2024-2028 program years. The total budget proposed budget for the first year Annual Action plan covering 2024-2025 is estimated at $3,150,000 (amounts subject to change pending final awards from the Department of Housing and Urban Development).

 

CDBG: $2,500,000 (est.)

HOME: $450,000 (est.)

ESG: 200,000 (est.)

 

The City's proposed Five Year Consolidated Plan describes the Five (5) Year and One (1) Year Action Plan activities the City will undertake in the areas of affordable housing, economic development, parks and open space, public facilities, infrastructure, and public services. The CDBG, HOME and ESG activities identified in this plan are targeted to primarily benefit the City’s low to moderate income residents.

The City also seeks the adoption of amendments made to the Community Participation Plan to incorporate public comment processes to allow the City to apply for Section 108 borrowing through the Community Development Block Grant Program. The Office of Strategic Planning Community Development department will administer these programs.
