That the Director of Communications place a reminder on the city cable wheel that trash barrels may be placed on the curbside no earlier than 4:00 P.M. the day prior to the scheduled trash pick-up, and no later than 7:00 A.M. on pick-up day; that covers may be removed once barrels are placed on the sidewalk for collection to avoid damage or loss and that empty barrels must be removed from sidewalk by 7:00 P.M. on trash collection day.
