To the Honorable City Council:
I respectfully request an appropriation of $7,129,550 from the Unreserved Fund Balance ("Free Cash") to the COVID-19 Stabilization Fund to provide resources for the ongoing fight against the pandemic. The "Free Cash" available for appropriation is from the July 1, 2019 certification and expires upon the setting of the FY2021 Tax Rate. A new certification of "Free Cash" is expected upon approval of the City's FY2020 Balance Sheet.
