That the Executive Director of the Office of Strategic Planning and Community Development and the Director of Planning hire an independent consultant to conduct an expedited economic analysis of the impact of a range of potential inclusionary zoning affordable housing percentages from 12 1/2% to 25%, and write a report that describes the likely impact of various percentage levels on factors such as the number of affordable and market rate units likely to be built, the price points of market-rate units, the likely location of affordable units depending upon the ordinance, and others.
