Re:                     An order adopting Appendix 120.AA of the Massachusetts Building Code, known as the Stretch Energy Code, as the energy code for the City of Somerville

Dear Honorable Board of Aldermen:

Staff from the Office of Strategic Planning and Community Development (OSPCD) and the Office of Sustainability and Environment (OSE) have prepared a proposed order that would adopt Appendix 120.AA of the Massachusetts Building Code as the energy code for the City of Somerville.

Appendix 120.AA, known as the “Stretch Code”, will provide for increased energy efficiency requirements in most new construction and in the rehabilitation of some residential properties.

The Stretch Code provides for approximately 20% greater building efficiency requirements over the current state “base” energy, with a move towards 3rd party testing and rating of building energy performance.

Adoption of the Stretch Code is one of five criterion of the state’s Green Communities Program.  Certification as a Green Community would make Somerville communities eligible for annual grants from the state.  Action is required on this measure by early May in order to qualify for this year’s grant funding.

Staff from OSPCD and OSE will be available if you have any questions regarding these materials.

Respectfully submitted,

Joseph A. Curtatone

Mayor
