That this Council express its support in writing to the City’s delegation in the State Legislature, the Governor, and to the Secretary of State for Senate Bill No. 2654 (formerly SD. 2912/HD. 5026), “An Act establishing vote by mail in 2020,” a bill to implement comprehensive voting by mail for all statewide elections in 2020, and request that they consult with local election commissioners regarding implementation on this act.  (The text as well as a news release from Senator Becca Rausch describing the proposed legislation are attached to this order.
