To the Honorable Board of Aldermen:

I respectfully request an appropriation in the amount of eight hundred fifty thousand dollars ($850,000.00) from Unreserved Fund Balance (“Free Cash”) to the Capital Projects Stabilization Fund for the purpose of funding necessary Capital Improvements in Fiscal Year 2011 and beyond
