That the Supervisor of Inspectional Services take steps to create a Somerville Rental Registration Program whereby owners of 6 or more rental units, that are non-owner occupied, would be required to register those units with the City on a yearly basis, pay an initial registration and subsequent yearly renewal fee, and provide contact information and other relevant information to facilitate inspections, notice of violations and resolution of complaints.  Said information to be compiled in a database that City staff could readily access and utilize.
