To the Honorable Board of Aldermen:
399 Revolution Drive Solar LLC, c/o Ameresco, Inc. plans on constructing a solar electric generating facility on top of the garage at the Partner's Health Care site. The power will be purchased and used by Partner's Health Care for their office building at 399 Revolution Drive.
Under MGL c. 59, sec. 38H(b) and the State Department of Revenue, Bureau of Local Assessment, Informational Guideline Release (IGR) No. 98-403, Ameresco has proposed a PILOT agreement (see attachment) with the City that will approximate the personal property taxes ($20,000 per year) otherwise received by the City over a twenty (20) year period. The Board of Assessors has reviewed the proposal and finds it an acceptable and worthy endeavor given the green nature of the project and that it will be situated in a location that would otherwise not be developed.
Under the aforementioned requirements, this proposed PILOT agreement needs the Board of Aldermen approval. Representatives of Ameresco, our Legal Department and I will be available at the appropriate meetings to answer any questions.
