To the Honorable City Council:
On June 1, 2023, I submitted to your honorable City Council my recommendations for a proposed Fiscal Year 2024 General Fund Budget for the various departments of municipal government. My recommended FY 2024 General Fund Appropriation totaled $319,923,766.
I am submitting to your Honorable Council a revised FY 2024 Appropriation Order that reflects the $81,670 in reductions recommended by your Honorable Finance Committee while meeting as a Committee of the Whole on June 21, 2023. The revised Appropriation Order also reflects additions and corrections to the original appropriation. A memo will follow that enumerates the numerous cuts, additions, and corrections to the original Appropriation Order.
The attached revised Appropriation Order provides the breakdown by department of the totals for Personal Services, Ordinary Maintenance, Capital Outlay, and Special Items needed for the Council's formal adoption of the FY 2024 General Fund Budget. The result of these changes is to bring the General Fund Appropriation for FY 2024 to $319,923,766.
Sufficient amounts exist within the proposed appropriation to fund any necessary salary adjustments that may be needed throughout the fiscal year in accordance with the Wage and Salary Classification Plan and collective bargaining agreements.
A total amount of $6,705,968.21 has been added to the General Fund Debt Service to finance the construction of Somerville High School. This amount of debt service is exempt from the Proposition 2 1/2 Property Tax Levy Limit. The corresponding amount of $6,705,968.21 has been added to the Property Tax Levy to finance the debt exclusion.
