To the Honorable Board:
I respectfully request that you approve the dedication of the land known as Hoyt Sullivan Playground, on Central Street, between Pembroke Street and the railroad corridor, to open space and recreational use in perpetuity.
The City of Somerville has recently had the good fortune to successfully compete for and be awarded a Parkland Acquisitions and Renovations for Communities (PARC) grant made available through the Commonwealth’s Division of Conservation Services to fund renovation of the playground. As part of the grant requirements, the City must dedicate the playground to open space and recreational use in perpetuity in accordance with Article 97 of the amendments to the Constitution of the Commonwealth, and according to M.G.L. c. 45, §14. Two other Board Actions (appropriation of Hoyt Sullivan Playground construction costs, and PARC grant acceptance) are also being submitted for your consideration at this time.
The plans for the playground renovation will be developed through a thorough community design process, and upon acceptance of this PARC grant, the City may begin construction July 1, 2016. Increased green space and improved recreation facilities are city priorities and the renovation of this playground will significantly increase the quality of life for our residents. Dedication of this land to open space and recreation will ensure that future generations will continue to enjoy this playground.
