To the Honorable Board:

 

I hereby submit to your Board the City of Somerville's proposed One-Year Action Plan for the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG), Home Investment Partnership, and Emergency Solutions Grant (ESG) Programs. The total budget under the City's mandated program year 2017-2018 is estimated at $2,867,443 in new entitlement. The proposed budget amounts are subject to the funding and approval of the FY17 federal fiscal year budget resolution. Final program allocations will be adjusted proportionally based on final approved amounts. In addition to the One Year Annual Action Plan the City has also revised its Community Participation Plan to include outreach and input guidelines on the Affirmatively Furthering Fair Housing Rule.

Building from the priorities established in the City's proposed Five Year Consolidated Plan, the One Year Action Plan describes activities the City will undertake in the area's of housing, economic and community development, parks and open space, transportation and infrastructure, and public services. The CDBG, HOME, and ESG grant funds provide the City of Somerville with a tremendous opportunity to undertake activities which will provide substantial benefits to our residents. The Mayor's Office of Strategic Planning and Community Development will administer these funds.

I request that you accept this grant proposal for final approval.
