To the Honorable City Council:

 

I respectfully request that your Honorable City Council vote to re-purpose the Green Line Extension Stabilization Fund for the purpose of funding the construction of an outdoor, stand-alone elevator to improve accessibility between the Somerville High School field level and the new Green Line Gilman Square Station.  I further request your approval to appropriate the current fund balance of the GLX Stabilization Fund totaling $7,668,457 to the construction of said elevator.

 

The Green Line Extension Stabilization Fund was authorized on June 22, 2017 for the purpose of accumulating monies to apply to the $50 million commitment made by the City of Somerville to MassDOT toward the Green Line Project Funding Gap. The recent news from DOT that the City will be absolved from this commitment presents an opportunity to rechannel the GLX Stabilization monies for a like purpose. This project provides significant accessibility improvements on Central Hill by eliminating a long path of travel and will be ADA compliant.

 

This appropriation of $7,668,457 will be mated to a borrowing authorization of $1,331,543 and an appropriation of $151,000 from the Facility Construction and Renovation Stabilization Fund for Gilman Station Elevator Shop Drawings and electrical conduit work.  Successful passage of all 3 of these separate appropriations will allow the project to proceed.
