To the Honorable Board:

I am submitting for your review a recommendation that the constable license of Edwin Torres be reviewed.  Although he was recently subject to review and was approved by the Board of Aldermen, information has come to light regarding Mr. Torres that calls into question his fitness to continue to hold a constable’s license.  It is my recommendation that a hearing be conducted where Mr. Torres is given notice and an opportunity to be heard regarding this new material and that a determination be made as to whether to revoke his constable license.
