Director of Traffic and Parking responding to #192529 re: accidents at Summer and Lowell Streets.

To the Honorable Board:
Board Order ##192529…That the Director of Traffic and Parking investigate the number of accidents at the intersection of Summer and Lowell Streets to determine if corrective action may be needed.
Traffic and Parking conducted a site review of the intersection of Summer and Lowell Streets. Traffic and Parking has also obtained the accident history for this intersection from the Somerville Police Department for the last five years.
• Summer St is a two lane bi-directional street with east and west bound travel lanes.
• Lowell St is a one lane one way northbound street. This intersection has Stop signs and flashing red beacons. The installation and location of Stop signs and blinking red beacons is mandated under the provisions of the Manual of Uniform
Traffic Control Devices (MUTCD). The MUTCD is a federal, state and city standard. The site review conducted by Traffic and Parking reviewed that both the Stop signs and the flashing red beacons and all other traffic control devices are properly located per the standards of the MUTCD.
There have been two accidents per year at this intersection from 2008 thru 2011 (see attached) which is not considered a high accident location by the MUTCD. Per the MUTCD, there would have to be a minimum of 5 accidents per year for a three year period. Due to the above and abiding by MUTCD guidelines, no corrective actions are required at this intersection under its current configuration.
