Confirmation of Appointments and Personnel Matters Protocol for Consideration of Appointments

 

The following appointments shall be referred to committee prior to a final vote of the City Council:

(a)Appointments to a board or commission that exercises binding authority, such as the promulgation of regulations, issuance of permits, or quasi-judicial decision-making, including the:

(1)                     Board of Assessors;

(2)                     Board of Health;

(3)                     Condominium Review Board;

(4)                     Election Commission;

(5)                     Licensing Commission;

(6)                     Planning Board;

(7)                     Redevelopment Authority; and,

(8)                     Zoning Board of Appeals.

(b) Promotions of an existing civil service role within the Police or Fire Department. The committee may convene in executive session, as permitted by law, to discuss professional standards or personnel matters before making a recommendation.

The following appointments generally do not require committee review and may, unless referral to committee is requested by a councilor, be considered and approved at the regular City Council meeting:

(a) New civil service hires for a role within the Police or Fire Department.

(b) Appointments to an advisory board or commission that does not exercise binding authority.
