That the Administration revise applicable ordinances and policies to:

•                     prevent developers or other construction crews from closing city sidewalks unless accommodations for the safe passage and crossing of pedestrians have been made, including without limitation, detail officers at any mid-block crossing and further,

•                     to require any work necessitating the closing of the sidewalk to stop until such accommodations are made, including, if required, the physical presence of detail officers.
