To the Honorable Board:

Per the Community Preservation Committee’s (CPC) recommendation, I respectfully request that your Honorable Board rescind $344,747 of the  $553,378 in Community Preservation Act (CPA) funds appropriated for the Somerville Hispanic Association for Community Development (SHA4CD) to replace the slate roof on the main section of the historic Grace Baptist Church.

The CPC recommended, and your Board approved, appropriating a combined total of $553,378 in CPA funds on March 23, 2017 (Board Order 202945) and on April 27, 2017 (Board Order 203087). Of this original appropriation, $344,747 was to be used to replace the slate roof on the main portion of the historic Grace Baptist Church and improve handicapped access. However, SHA4CD discovered significant structural issues as part of the replacement of the slate roof on the apse at the front of the building. These structural deficiencies have created a life safety concern for the apse, where the nursery rooms were located for the day care housed in the building.

Upon the recommendation of the CPC, I request that your Board rescind the original appropriation of $344,747 for the replacement of the roof of the main section of the building and approve an appropriation of $344,747 for addressing emergency structural issues in the building (submitted separately).

Respectfully,

Joseph A. Curtatone, Mayor
