To the Honorable Board:

I am pleased to submit to you for your review W-ZHA’s report entitled “Fiscal Impacts of Phase I of Assembly Row”. The report ascertains to the municipal impacts relating to the development of Blocks 1, 3, and 4 of Federal Realty Investment Trust’s (FRIT) as identified in the Amended 2010 Assembly Row Preliminary Master Plan.

The report concludes that there is projected to be an increase to municipal services in the amount of $37,500 annually from increases to DPW services and the addition of 44 children to the School Department. These are additional de minimis change to the operations of the City overall that are less than $1,000 each.

Please note that the increase in land values outside of the DIF District will increase as a result of the new roadways and infrastructure, a value which greatly exceeds the nominal increase that has been calculated.
