To the Honorable City Council:

I respectfully request an appropriation of $1,000,000 from the Unreserved Fund Balance ( "Free Cash" to the Participatory Budgeting Stabilization Fund for the purpose of providing seed monies to conduct the administration and execution of a participatory budgeting process.
