To the Honorable Board:

 

Senior work off, clause 5K

 

The senior work off program allows those income eligible taxpayers over the age of 60 to earn up to a maximum of a $1,000 reduction in property taxes. The program is administered by the Council on Aging. Income limits were last updated in 2010 based upon 50% of the Boston area median income established by HUD for that year. To date, both the Assessors and the Council on Aging report that there has been limited participation and some applicants have been turned away since they did not meet income guidelines. In the interest of increasing participation, I would recommend that we adopt income limits based upon 80% of the median income for 2015 that would impact applicants for FY 2016, (based upon the HUD income limits for the Boston-Cambridge-Quincy metro area).
