To the Honorable City Council:

 

I hereby request, subject to the approval of your Honorable Council, an appropriation in the amount of $718,552 from the Salary and Wage Stabilization Fund to Personal Services Accounts, in the attached list of Departments for the purpose of funding the Memorandum of Agreement between the City of Somerville and the Somerville Municipal Employees Association Unit A executed on June 19, 2019. The Agreement is effective for the period July 1, 2016-June 30, 2022. The appropriation funds Fiscal Years 2017,2018, 2019 retroactive payments to Unit A members and salaries for two positions in Treasury effective in FY2020. A previous appropriation funded the FY2020 salary adjustments required by the Agreement.

 

The executed Memorandum of Agreement is attached.

 

Pursuant to Section 8 of the Agreement, the parties have agreed to a position reorganization in the Treasurer's Office. Upon a vacancy in the Unit A Administrative Assistant position in Treasury, the City will reorganize that position to become a Deputy Treasurer, a non-unit professional position. The incumbent Administrative Assistant has filed papers for Retirement. In addition, the City agreed to create a new Unit A Administrative Assistant position in Treasury, at a Grade 3.

The net effect is to create 1 new position in Treasury.

 

Pursuant to Section 13 of the agreement, the SMEA has agreed to express its support to the City Council and the School Committee for the transfer of the School Nurses to the School Department.
