Dear Honorable Board:

 

I hereby request that you accept a U.S. Department of Housing and Urban Development (HUD) Health Homes Technical Study grant in the amount of $749,893 to fund a study on cardiovascular health benefits of in-home air filtration in the Mystic Housing Development.   As the Board is well aware, previous studies have shown that residents of the Mystic Housing Development are exposed to Ultrafine Particle (UFP) pollution from auto vehicle exhausts and these UFPs infiltrate into their apartments due to proximity to I-93.  Further, studies have shown an association between cardiovascular diseases and exposure to UFPs.

 

The City has partnered with Tufts University Schools of Medicine and Engineering, Somerville Transportation Equity Partnership (STEP), and the Mystic Housing Tenant Association to successfully apply for a grant to study technology that can potentially reduce the impacts of the UFPs on the households.  The results of this study are potentially applicable nationally, if not internationally.

 

The core components of the study are as follows: 1) install HEPA air filters in twenty-four (24) apartments; 2) test the efficacy of the HEPA air filters to reduce UFPs in the apartments; 3) test the effect of HEPA filtration on blood makers of inflammation that are associated with cardiovascular diseases; and 4) assess the feasibility and viability of in-home air filtration as a possible intervention to protect against heart disease in public housing located next to major highways.  The study has adopted a community-based participatory research approach by engaging community partners that have pledged support for this study.

 

In accordance with M.G.L. Chapter 44, Section 53A, which requires a vote of the Board of Aldermen for the expenditure of grants or gifts from the federal government and from a charitable foundation, private corporation, or an individual, or from the Commonwealth, a county or municipality or agency thereof, I request approval to expend this grant.
