To the Honorable Board:

 

B.O.A. #192428….That the Director of Traffic and Parking consult with the Traffic Engineer to determine the feasibility of Cross St East being a one way from Broadway to Mystic Avenue.

 

Traffic and Parking has reviewed the street network associated with Cross St East.  Currently, Cross St East is a two way street from Broadway to its terminus in the vicinity of Harris Park.  At present, the section of Cross St East from Pennsylvania Ave to its terminus must remain two ways as the street dead ends in the vicinity of Harris Park. Vehicles would have no outlet if this section of roadway was altered from two way travel to one way travel.  Also, the alteration of the two way traffic pattern to a one way traffic pattern will have traffic impacts in this street network.  There would be an increase in traffic along Pennsylvania Ave between Cross St East and Wisconsin Ave and also on Wisconsin Ave as this corridor would most likely be the path vehicles would use to exit via a new street pattern.  This increase would not be significant as those impacted would be the residents on Cross St East and those using the parking lot behind the Senior Center on Broadway.  Traffic and Parking would not be opposed to this new traffic pattern.

 

It should be noted that the regulations of the Traffic Commission require any change of the traffic pattern on a street (i.e. two ways to one way) be submitted to the Traffic Commission as an agenda item.  In order to be included as an agenda item a petition with 67% of the impacted residents must be furnished to the Traffic Commission.  The impacted residents would be those individuals on Cross St East, Pennsylvania Ave between Cross St East and Wisconsin Ave and Wisconsin Ave.   One signature per dwelling unit is allowed per the Traffic Commission regulations.

 

B.O.A. #192429…That the Director of Traffic and Parking and the Traffic Engineer determine the feasibility of creating a zone to allow large trucks to back into the Mellotone building at 120 Broadway by utilizing the Glen St driveway.

 

Traffic and Parking conducted a site review of the driveway for the Mellotone building on Glen St. Traffic and Parking recommends the institution of several alterations to Glen St parking, including a no parking provision be instituted at and across the street from #16 Glen St from the hours of 8:30AM - 5:00PM and that Resident Permit Parking Only restrictions remain from 5:00PM - 8:30AM.  To compensate for the elimination of resident only parking spaces, the Loading Zone adjacent to the Mellotone building on the west side of Glen St would be eliminated and the parking meter approximately 80’ on the west side of Glen St from Broadway be removed.  The increased parking spaces as a result of these prior two actions would be posted as Resident Permit Parking.  Taken together, these actions would allow large trucks to back into the Mellotone building without undue negative impacts on residential parking in this area.

 

B.O.A. #192436…That the Commissioner of Public Works replace the street signs at Bailey Road and Shore Drive.

 

There is currently a Bailey Rd SNB at the intersection of Bailey Rd and Shore Drive.  This SNB is per previous City specifications.  There is no SNB for Shore Drive at this intersection.  Traffic and Parking does have an old SNB for Shore Drive and it will be installed immediately. Traffic and Parking will also place an order for the fabrication of SNB’s for Bailey Road and Shore Drive that meets the new City specifications.
