To the Honorable Board:

Board Order #192564…That the Director of Traffic and Parking report back to the Committee on Senior Services whether Parking Control Officers can issue tickets to truck operators who keep their vehicles idling.

The City’s Solicitor’s Office has informed Traffic and Parking that Parking Control Officers are not allowed to issue tickets to idling vehicles.

Board Order # 192428…That the Director of Traffic and Parking consult with the Traffic Engineer to determine the feasibility of Cross St East being a one way from Broadway to Mystic Avenue.

Traffic and Parking has reviewed the street network associated with Cross St East.  Currently Cross St East is a two way street from Broadway to its terminus in the vicinity of Harris Park.  At the present time the section of Cross St East from Pennsylvania Ave to its terminus must remain two ways as the street dead ends in the vicinity of Harris Park. Vehicles would have no outlet if this section of roadway was altered from two way travel to one way travel.  Also the alteration of the two way traffic pattern to a one way traffic pattern will have traffic impacts in this street network.  There would be an increase in traffic along Pennsylvania Ave between Cross St East and Wisconsin Ave and also on Wisconsin Ave as this corridor would most likely be the path vehicles would use to exit via a new street pattern.  This increase would not be significant as those impacted would be the residents on Cross St East and those using the parking lot behind the Senior Center on Broadway.  Traffic and Parking would not be opposed to this new traffic pattern.

It should be noted that the regulations of the Traffic Commission require that any change of the traffic pattern on a street (i.e. two way to one way) be submitted to the Traffic Commission as an agenda item.  In order for be included as an agenda item a petition with 67% of the impacted residents must be furnished to the Traffic Commission.  The impacted residents would be those individuals on Cross St East, Pennsylvania Ave between Cross St East and Wisconsin Ave and Wisconsin Ave.  One signature per dwelling unit is allowed per the Traffic Commission regulations.

Board Order # 192603…That the Director of Traffic and Parking investigate more efficient ways to lay out cab stands at the Davis Square MBTA stop.

Cab stands are positioned in suitable locations throughout Davis Square.  Traffic and parking does not recommend the relocation of cab stands in Davis Square.  Any relocation of cab stands in Davis Square would most likely result in the elimination of metered parking space which would have an adverse economic impact on Davis Square businesses.

Traffic and Parking proposes to format and fabricate signs to be installed in the vicinity of the MBTA head houses in Davis Square with directions to the current cab stands.
