To the Honorable Board:

 

I am writing to request and suggest a change in residential parking permit billing policy:

 

Prorate parking permit fee based on the number of months that the pass is effective, as determined by purchasing date and neighborhood zone. For example, I purchased my pass today (10/12/17) and my zone requires renewal in January. Let's assume that this means my pass is effective for 4 months $40*(4/12) = $13.33 would be my fee. The amount that I overpaid is the difference: $26.66.

 

My reasoning:

Just today I purchased a parking pass for the full fee of $40, and was told (after the purchase was complete) that I will need to renew in January again paying the full fee. Not only does this cost me additional money, but also time and hassle, as the traffic office holds very limited hours outside of normal working hours. I am sure that the employees of the traffic office would also appreciate a change in this policy as I am sure that it leads to many uncomfortable conversations and thereby unhappy city employees and frustrated citizens.

 

I was also unsatisfied to learn that the next meeting of the traffic commission is not until December 31st (really, new years eve?), the agenda currently has 190 items on it, and I did not see an item for public comment (could have missed it). I do not see how it is possible to attend to all pertinent business in a reasonable time given the meeting frequency.

 

I would like a confirmation that this complaint has been documented, and that you have made note of the request for a change in residential parking permit billing policy. If there is a more formal means of making this request and getting a future agenda item on this topic, I would like to know.
