Dear Honorable Board,

I respectfully submit for your consideration a request to accept the provisions of Section 19 of Chapter 32B of the Massachusetts General Laws. 

Accepting this Section will enable the City to enter into coalition bargaining with subscribers, through a public employee committee, to negotiate the transfer to the Group Insurance Commission.  It is the hope that through this process, we can work collaboratively with our represented employees and our retirees to ensure that the best and most affordable health benefits are available.
