To the Honorable Board:

My name is Bob Keenan. I live at 42 Governor Winthrop Road. I have lived on Governor Winthrop Road nearly my entire 50 years. Governor Winthrop Road spans from Shore Drive to The Fellsway and is intersected by Temple Street. This morning, I observed more than 20 cars pass through my street while I attempted to back out of my driveway. Every car came from the direction of Shore Drive. When I finally was able to back out of my driveway, I headed toward Shore Drive and came upon another 7 vehicles making right turns from Shore Drive onto Governor Winthrop. Not one of those vehicles had a Somerville parking sticker on their windshield and three had NH license plates.

It is very clear to me that Governor Winthrop Road (and probably Bailey Road) is being used as a bypass to avoid some of the traffic that is prevalent on Mystic Ave. heading eastbound. This has, in my opinion, a very negative effect on the quality of life of the residents of Governor Winthrop Road, Bailey Road and all of Ten Hills. I called the 311 line this morning to ask what could be done and was told by the operator (who was very cordial and professional) that she was unaware of any law or ordinance preventing this from happening, but she also promised to pass my message on to the Police Department.

Is it possible to pass legislation that prevents non-residents from using our neighborhood as a pass through during typical commuter hours? I would respectfully request that the relevant authorities look into what can be done. I am also available to discuss this with any or all of you.

I appreciate your attention to this issue and look forward to working with you to address my concerns.

Sincerely,

Bob Keenan
