To the Honorable City Council:

 

In this communication I present for your approval recommendations for fees for a new type of license, to be called “Small Wireless Facility,” which is created pursuant to the Federal Communications Commission’s Declaratory Ruling and Third Report and Order (FCC 18-133:  in the Matter of Accelerating Wireless Broadband Deployment by Removing Barriers to Infrastructure Investment). This license is similar to our current Grant of Location License, and will be processed in the same manner, but will be automatically renewed on an annual basis upon receipt of the annual license fee, unless revoked.

 

The FCC Ruling includes the establishment of “a presumptively reasonable ‘safe harbor’ for certain ROW [right-of-way] and use fees” for the installation of Small Wireless facilities as that term is defined in the Ruling. The proposed fees set forth below fall within the guidelines established by the FCC, and are consistent with the municipal costing principals used by this Office. The Annual License Fee will be due on January 1 of each year; the first such payment will be valid until the 2nd occurring January 1.

 

-New License Fee for Facilities on Existing Poles                     $100.00 per installation, due on approval

-New License Fee for Facilities on New Poles                     $1,000.00 per installation, due on approval

-Annual License Fee                     $270.00 per installation, due on the start of

                     construction, then again on the second

                     occurring January 1, then annually thereafter

                     on January 1
